East End Street & Infrastructure Project 2026

Overview
Major improvements are coming to Ellsworth’s East End. Beginning in spring 2026, the Village will undertake a significant infrastructure and redevelopment project designed to modernize one of our community’s most important commercial corridors.

The project includes a full reconstruction of Morse Street, Wall Street, and Broadway Street, replacing aging underground utilities and improving the overall function, appearance, and safety of the area. In addition to critical utility upgrades, this project will serve as a catalyst for revitalization within the East End Redevelopment District.

The East End corridor is an important part of Ellsworth’s commercial district and tourism area, located near Ellsworth Cooperative Creamery and the site of the annual Cheese Curd Festival. Strengthening this infrastructure will support both everyday business activity and the thousands of visitors who travel to Ellsworth each year.

Scope of Work
This project’s scope includes:
• Replacement of aging water and sewer mains
• Upgrades to stormwater infrastructure
• Reconstruction of the road base and resurfacing of streets
• Replacement of service lines and installation of new storm sewer components
• New sidewalks and pedestrian improvements to enhance safety and accessibility
• Streetscape improvements and site restoration

These upgrades will strengthen utility systems that have exceeded their intended service life, improve service reliability, and enhance the long-term resilience of Ellsworth’s infrastructure.

Funding
A significant portion of the project is funded through a $1.57 million Agricultural Roads Improvement Program (ARIP) grant from the State of Wisconsin, which supports transportation infrastructure that serves agricultural industries and rural communities.

Additional funding sources include approximately $400,000 in Tax Increment District (TID) funds that are nearing their statutory closure, along with special assessments and other supporting funds. Using TID funds in this way allows the Village to reinvest revenue generated within the district into critical infrastructure improvements before the district closes.

By combining these funding sources, the Village is able to complete a much-needed infrastructure project while maximizing outside funding and existing resources.

Connection to Redevelopment
In conjunction with the street and infrastructure project, the Village is advancing the East End Redevelopment District Plan, a community-driven roadmap for revitalizing the area through improved aesthetics, redevelopment opportunities, and support for both existing and future businesses.

The redevelopment plan was led by the Community Development Authority (CDA) in partnership with MSA Professional Services and reflects years of community planning and public input. The plan also connects to other Village initiatives, including the Complete Outdoor Recreation Plan, Strategic Plan, and Comprehensive Plan.

Together, these efforts aim to strengthen the East End as a vibrant destination district that serves both residents and visitors.

Statewide Recognition

In 2026, the East End Revitalization Initiative was recognized as the Wisconsin Top Rural Development Initiative by Wisconsin Rural Partners. The award highlights innovative projects that strengthen rural communities through collaboration, strategic investment, and long-term economic impact.
